The purpose of the ENCHANT command is to increase the maximum number of charges an already-enchanted item has or increase the number of charges it currently has.
You do not need to know the spell enchanted to do either of those things, and for now, you cannot make your own enchanted items. They must be purchased or looted.
You cannot increase the number of charges on an item that no-longer has spells on it. Therefore, you must remember to recharge it before expending the last charge.
Typing ENCHANT <item> will bring up this menu if it can be enchanted:

q..Quit
Selecting modify will open something like this:
