09/22/2025 Patch Notes - Sky and Time

- Fixed an issue where weather types that obfuscated the sky (cloudy, rainy, etc.) would also prevent looking at it.
- Added a tool to let staff change the weather on command.
- Removed ASCII border from time command output for VI users.
- Added a seasonal output to the time command.
- Added a holiday output to the time command.
